Well the good news is that if you're one of those users and you plan on using iTunes Match or Apple Music, Apple has confirmed that they will be increasing the song limit on iTunes Match from 25,000 to 100,000 eventually. It will not be implemented straight away but according to a tweet by Eddy Cue, he expects that limit to be increased to 100,000 in time for iOS 9's release which is expected in the next few months.
Cue also mentioned that Apple Music will feature the same matching and uploading feature as iTunes Match, and presumably both services will share the same limit, so if you were a little apprehensive thinking that you might need to subscribe to both services, you can rest assured that you won't since subscribing to Apple Music will pretty much offer up the same features. However if you prefer keeping your music offline then you can choose to keep subscribing to iTunes Match.
